Community papers guide
A community NOC (no objection certificate) is the developer's or community's written approval for work on the outside of a villa, such as a new garage door. Most Dubai communities need a NOC before a garage door is delivered or fitted, and many now need a work or access permit as well. This guide shows what each developer asked for in our own applications: who applies, the steps, the papers and how long it took.
The villa owner usually applies. We send our trade licence, scope of work and drawing for the application, and where the community asks the contractor, we apply for the contractor permit.

Communities change their rules, and the community's own answer is the one that counts.

Questions
Usually the villa owner applies to the community or developer, and we send the owner our papers for it: trade licence, scope of work and drawing. In 5 of the 8 developer groups on this page, we then apply for the contractor's work or access permit.
Every developer group on this page asked for our trade licence and scope of work. Most also asked for the shop drawing and crew IDs. Some also want the owner's Emirates ID, title deed and owner's request or authorisation. Then the community issues the NOC and a gate pass or work permit. Each section below lists the papers confirmed for that developer.
In our own applications it took from 1 day to about 3 weeks. Permits are dated and short, so the installation day is fixed first, and a return visit needs a new permit. Each section below shows how long that developer took.
It is the community's pass for the contractor's crew and vehicle on set dates, often a QR code that security scans at the gate (ecmpermits.ae, Buzz-in or OnePermit). Most communities now ask for it after the NOC. It needs the crew's Emirates IDs, names and the car plate.
For the NOC, usually not: the villa owner applies and names us as the contractor, and we send our papers. Where the community asks the contractor, as in 5 of the 8 developer groups below, we apply for the work or access permit ourselves.
The NOC must name the garage door and its approved colour. Emaar refused an Alteration NOC that did not name the garage door installation, even for delivery. Many communities approve only set colours and designs: the rules are in each section below.
